We greet all audience who visited the 24th Seoul International Cartoon and Animation Festival (SICAF2020), Asia’s representative cultural complex festival.
The extension of the coronavirus has led to a prolonged period of pandemic-induced helplessness and depression. Though the public’s outdoor activities have considerably diminished these days, cartoons and animations can still be relished contact-free. Thus, we hope you could briefly escape from the stifling everyday life and take pleasure from SICAF2020’s cartoons and animations, replete with colorful imaginative powers.
Hosted under the theme, “Online Playground” — safely visitable from home — , this year’s SICAF will showcase characterful, sophisticated cartoon and animation works through its online programs. 2,206 works from 91 countries have been submitted to the official competition section of the animation film festival; and 60 works selected from the animation works around the globe will be presented online for the audience to enjoy during the term of SICAF2020.
Furthermore, various timeless exhibition content including the retrospective of the late director Lim Jung-kyu, renowned for Maruchi Arachi, as well as the exhibition on Jeong-Nyeon, the winner of the 2019 Today’s Cartoon Award, is set up and ready for all generations to take pleasure in. We assure you will be fascinated by the charm of Seoul, the metropolis of cultural content.
Another attractive point of cartoon and animation lies in the joy it delivers to audience regardless of age and sex. Seoul City also appointed the characters Pinkfong·Baby Shark as the city’s honorary ambassador for the very first time, ardently promoting oneself to all people including children. We anticipate the birth of popular characters that promote Seoul City without cultural or linguistic barriers, as well as the dissemination of their content.
I miss the ordinary days when we used to have barrier-free experience and communication. We invite you to this event hosted in Seoul, the central city of the imagination industry, the prospering city of cultural content.

SICAF is an annual culture festival where cartoon and animation fans gather up to mingle and enjoy. We have come to present this year’s festival according to plan, thanks to the support and effort of those engaged in the cartoon·animation industry who aim for the communal objective of hosting a meaningful event. I’d like to take this opportunity to thank those who contributed.
This year, we also bore the brunt of the COVID-19 triggered global pandemic during our course of preparation. In turn, SICAF took “Safety and Preventive measures” as our core policy, deliberating upon and constituting all programs through the lens of safety and preventive rules. We thoroughly prepared for on-site disease control and set up preventive plans for all audience to relax and enjoy SICAF from beginning to end based on the daily social distancing guidelines specified by the government. We made sure you can relax and relish every single moment.
I wish to assure the insiders of the industry, organizational parties related, and the audience that we will persist our endeavor to spread the excellence of Korean cartoon, webtoon, animation whilst promoting SICAF as a top-notch forum for ideas and cultural exchange. Moreover, we will go all out to enhance this festival to be on a par with the status of Seoul, a metropolitan cultural hub.
We are still amid tough times. Yet, we hope the audience may put those adverse memories aside and be immersed in making exciting and noteworthy memories at SICAF.

This year, the cartoon·animation industry has been struggling in the midst of the global pandemic triggered by COVID-19. We thank the insiders of the industry as well as the organizations and committees who readily decided to take part in the event despite various difficulties.
This year’s theme of SICAF is “Empathy + Entertainment.” As the sole domestic cartoon and animation festival where all kinds of pleasure take place, SICAF pondered upon the role it could take in this era, wounded by the coronavirus. Accordingly, we strived to constitute an event where the visitors could be compensated for the strenuous times they spent as well as empathize with one another through the entertainment emanated by cartoon and animation.
Positioning “popular appeal” as its main criterion, film screening selection was geared towards enabling the audience to laugh and enjoy. We also arranged exhibition programs where the latest and most popular cartoons and webtoons could be appreciated through diverse sensual experiences.
The visitors of SICAF may find certain parts of the safety measures inconvenient, such as distancing with others or wearing plastic gloves and masks. Yet, it is your participation that facilitates a secure and entertaining festival.
We did our best to prepare this year’s festival. By all means, stay safe, excited, and entertained during the festive period.

I sincerely congratulate the opening of the 24th Seoul International Cartoon and Animation Festival (SICAF). I further wish to acknowledge all persons concerned in the incorporated association, Seoul International Cartoon and Animation Festival Organizing Committee, and the audience.
Cartoon and animation have developed as the representative cultural content that conveys dreams, hope, entertainment and happiness beyond space and time-wise constraints to everyone through various media. Moreover, other cultural content including movies, soap dramas, performances, and games have been adapted and born out of cartoon and animation works, taking root as a basis of South Korean content.
I believe SICAF’s role as a creative space and cartoon and animation exhibition forum has largely contributed to the growth of cartoon and animation. Though SICAF was initially a small-scale festival, it has now developed to become the primary cartoon and animation festival of South Korea.
This year’s Seoul International Cartoon and Animation Festival is an online festival that presents programs through the website for all generations — whoever, whenever, and wherever they may be.
The Ministry of Culture, Sports and Tourism will support South Korean cartoon and animation for the sake of its development, and further attempt to make Korea a nation of people blessed with quality culture based on the motto, “Culture of Human-CultureVision 2030.”
Once again, I wish to congratulate the opening of SICAF. I hope Korean cartoon and animation could further mature through this festival.
